The Center for NYC Neighborhoods’ mission is to promote and protect affordable homeownership in New York so that middle- and working-class families can build strong, thriving communities. Since its founding in 2008, the Center has:

History

The Office of the New York State Attorney General founded the Homeowner Protection Program (HOPP) in 2012 using funding from the National Mortgage Settlement. The settlement provided more than $130 million to fund legal services and housing counseling for borrowers at risk of foreclosure so no New Yorker has to go it alone. The Center was selected to administer HOPP throughout New York City, partnering with dozens of local housing counseling and legal service providers.

In 2015,  the OAG partnered with the Center under HOPP to create AGScamHelp, an online tool and awareness campaign to help New Yorkers identify scams, find trustworthy help, and report potential scammers. Between 2010 and 2015, New Yorkers reported over $8 million lost to foreclosure rescue scams.

Redesigned in 2018, HomeownerHelpNY aims to continue the mission of HOPP and AGScamHelp: educating homeowners about the foreclosure process, how to identify potential scams, and where to access free, high-quality help.
